The National Erasmus+ Office Israel presents the Erasmus+ Inclusion Report,a comprehensive study examining the impact of Erasmus+ mobility programs on enhancing diversity and inclusion for students with fewer opportunities in Israel. The report explores the implementation of Erasmus+ inclusion policies across Israeli higher education institutions, identifying challenges, successes, and opportunities for improvement.

The Erasmus+ program is a flagship initiative of the European Union designed to support education, training, youth, and sport across Europe and beyond. It promotes international mobility, cooperation, and learning opportunities to enhance skills, employability, and cultural exchange. In recent years, Erasmus+ has increasingly emphasized ensuring its benefits are accessible to all eligible participants, regardless of their background or circumstances.

The Erasmus+ Regulation defines "people with fewer opportunities" as individuals who, due to various factors such as economic, social, cultural, geographical, or health reasons, disability, migrant background, educational difficulties, or discrimination, face obstacles preventing them from having effective access to opportunities under the Programme.

To address these challenges, the Inclusion and Diversity Strategy sets forth several measures to enhance access for individuals with fewer opportunities. These include financial support, such as top-up grants, tailored support services, mentoring, and flexible program formats, such as shorter mobility periods. The strategy also promotes dedicated projects focused on inclusion and diversity, ensuring these priorities are embedded in the Erasmus+ program’s Annual Work Programmes and Reports.

This report was prepared with significant contributions from Dr. Annette Bamberger, whose insights and data collection were instrumental in compiling the findings and recommendations.
