Reform in Accreditation and Qualitiy Assurance Processes in Israel -September 2025

 

A virtual Technical Assistance Mission (TAM) took place on September 14–15, 2025, jointly organized by the Erasmus+ National Office in Israel and the Council for Higher Education (CHE). The CHE is the statutory body responsible for supervising and promoting higher education in Israel, setting national policy, and ensuring the quality of academic teaching and research. The TAM focused on reform in accreditation and quality assurance processes and was designed as a platform for consultation and training with key figures from Israel’s universities and academic colleges.

 

The event featured Ms. Doris Herrmann, CEO of AQAS (Agency for Quality Assurance through Accreditation of Study Programs, one of Germany’s leading accreditation organizations) and Vice-President of ENQA (European Association for Quality Assurance in Higher Education). Ms. Herrmann is a recognized international authority on accreditation and quality assurance, with over two decades of experience advising governments and higher education institutions, leading complex evaluation processes, and contributing to the development of European standards and guidelines.

On September 14, Ms. Herrmann shared European experiences and trends in higher education regulation and led a discussion with institutional leaders on potential reforms in Israel. The following day included consultations with policymakers and a concluding session with senior CHE officials to consolidate insights and outline possible directions for reform.
