Capacity Building in the field of VET

What is Capacity Building (CB) in Vocational Education and Training (VET)?

Capacity Building in VET (CB VET) is an Erasmus+ action that supports international cooperation projects. It brings together organisations working in vocational education and training (VET) from:

  • EU Member States
  • Third countries associated to the Programme
  • Third countries not associated to the Programme (e.g.,Israel).

Full list and classification of Erasmus+ regions and countries.

CB VET focuses on strengthening VET institutions and VET systems in eligible third countries not associated with the Erasmus+ Programme. The overall goal is to support socio-economic development by helping VET better respond to real labour market needs.

Organizations from a variety of fields and types, such as government bodies, NGOs, and higher education institutions (HEIs), can be partners in a consortium to build a project as long as one of the partners is a VET provider.

Projects may include activities such as:

  • Better matching VET training with market opportunities and skills demand

  • Supporting the training and development of VET staff and learners

  • Helping institutions modernise curricula and contribute to reforms in VET systems

Duration: Up to 36 nonths.

Consortium composition:

A consortium can include different types of partners, such as public bodies, NGOs, employers’ organisations, and higher education institutions (HEIs).To be eligible, CB VET projects must be implemented by a consortium that meets specific minimum requirements.

In practice, this means your consortium must include at least one secondary-level VET provider (e.g., a vocational high school/upper secondary VET institution), and the number of partners from eligible third countries not associated with Erasmus+ must be at least equal to the number of partners from EU Member States and Programme-associated countries.

The full details can be found in the Erasmus+ Programme Guide.

Reginal priorities (Region 3: South-Mediterranean countries):

To strengthen relevance and impact, project proposals should clearly address one or more of the EU’s regional priorities for Region 3.

Read more about the EU’s strategic priorities in our region under the Pact for the Mediterranean and the Economic and Investment Plan (EIP).
